My daughter is in the same boat. She applied for herself and the 2 kids passports in December. She was told that they would receive them back on Jan 11th.
Guess what? Today is Jan 11th and when they didn't arrive she called to find out the status.
Apparently there is a huge backlog, and as of this morning they are only at Nov 28th submissions. She has no hope of getting hers anytime soon.
They mailed them in after being processed at the Post Office. They had to send their ID with the package so now she is asking that their ID be returned so that they can travel with that.
The response she got was that it would take 4 - 5 business days because they have to go through all the bags to find it. Which brings them into the middle of next week.
John checked with Your Travel tickets to find out if she could go to DR without a passport.
This was their reply:

Adults will need Government issued photo ID and original birth certificate.
Kids travelling with both parents will need original birth certificate (short form ok).
The woman at YTT also suggested that they call their local MPP to see if he/she can get the passports expedited. “No guarantees, but it’s been known to work on occasion.”
